Review of the Response to Comments on the
Natural Attenuation Investigation Results
Technical Memorandum
DDJC Sharpe, Lathrop, California,
November 2006
GENERAL COMMENTS
Response to General Comment 1: The response appears to address the comment.
Response to General Comment 2: The response appears to address the comment; however, the
final memorandum was not available to verify that the responses to comments were incorporated !'
into the document.
Response to General Comment 3: The response appears to partially address the comment;
however, the Defense Distribution Depot San Joaquin(DDJC) did not address the EPA's
recommendation for inclusion of the site-specific conceptual model in the final document.' In
addition, the final memorandum was not available to verify that the responses to comments were
incorporated into the document.
SPECIFIC COMMENTS
Response to Specific Comments 1 through 4: The responses appear to address the comments;
however, the final memorandum was not available to verify that the responses to comments were
incorporated into the document.
Response to Specific Comment 5: The response appears to partially address the comment. The
text of final memorandum should be modified to include the discussion of which oxidation
reduction potential (ORP) values are considered valid. In addition, the response does not appear
to address EPA's request to consider the reasons for fluctuations in groundwater measurement
parameters prior to disregarding the data. DDJC reportedly followed requirements outlined in
the Sampling and Analysis Plan(SAP) in order to determine whether groundwater measurement
parameters were considered to have stabilized. Parameters that did not meet the stability criteria
were flagged as suspect; however, these parameters that may not be stable according to SAP
specifications could still yield important information about the hydrology at the site. Please
include a discussion of possible reasons for fluctuations of this data.
Response to Specific Comments 6 through 8: The responses appear to address the comments;
however, the final memorandum was not available to verify that the responses to comments were
incorporated into the document.
