Review of the Response to Comments on the <br /> Natural Attenuation Investigation Results <br /> Technical Memorandum <br /> DDJC Sharpe, Lathrop, California, <br /> November 2006 <br /> GENERAL COMMENTS <br /> Response to General Comment 1: The response appears to address the comment. <br /> Response to General Comment 2: The response appears to address the comment; however, the <br /> final memorandum was not available to verify that the responses to comments were incorporated !' <br /> into the document. <br /> Response to General Comment 3: The response appears to partially address the comment; <br /> however, the Defense Distribution Depot San Joaquin(DDJC) did not address the EPA's <br /> recommendation for inclusion of the site-specific conceptual model in the final document.' In <br /> addition, the final memorandum was not available to verify that the responses to comments were <br /> incorporated into the document. <br /> SPECIFIC COMMENTS <br /> Response to Specific Comments 1 through 4: The responses appear to address the comments; <br /> however, the final memorandum was not available to verify that the responses to comments were <br /> incorporated into the document. <br /> Response to Specific Comment 5: The response appears to partially address the comment. The <br /> text of final memorandum should be modified to include the discussion of which oxidation <br /> reduction potential (ORP) values are considered valid. In addition, the response does not appear <br /> to address EPA's request to consider the reasons for fluctuations in groundwater measurement <br /> parameters prior to disregarding the data. DDJC reportedly followed requirements outlined in <br /> the Sampling and Analysis Plan(SAP) in order to determine whether groundwater measurement <br /> parameters were considered to have stabilized. Parameters that did not meet the stability criteria <br /> were flagged as suspect; however, these parameters that may not be stable according to SAP <br /> specifications could still yield important information about the hydrology at the site. Please <br /> include a discussion of possible reasons for fluctuations of this data. <br /> Response to Specific Comments 6 through 8: The responses appear to address the comments; <br /> however, the final memorandum was not available to verify that the responses to comments were <br /> incorporated into the document. <br />
