The Draft
Work Plan, prepared by URS Group Inc. (URS), presents the details for removal of soil and
railroad ballast contaminated with lead and chromium at Site S-26, Area 6 at the DDJC —
Sharpe site.
The Draft Work Plan presents the activities necessary to remove approximately 90 cubic
yards of contaminated material within 2 feet of the surface. The cleanup levels established
in the February 1996 Operable Unit 2 Record of Decision (ROD) and revised during the
November 2005 Remedial Project Managers Meeting are 800 milligrams per kilogram
(mg/kg) for total lead and 300 mg/kg for total chromium. The ROD had established the
levels at 1 ,000 mg/kg and 300 mg/kg, respectively. Also, the Draft Work Plan outlines the
procedures for documenting the concentrations of soluble metals that will remain in place
after completion of the removal action. In addition, the Draft Work Plan outlines the
procedures that will be used to characterize the excavated material which will be transported
to either the Class I Kettleman Hills disposal facility operated by Chemical Waste
Management, or the Class II Forward Landfill near Manteca operated by Forward Inc.
Comments:
Regional Water Board staff has the following comments.
1 . The Draft Work Plan proposes the collection of one soil sample from every 100 linear
feet of each excavation sidewall. Regional Water Board staff believes that a soil sample
should be collected from every 30 linear feet of each excavation sidewall.
