Box 960001
Stockton, CA 95296
REVIEW OF DRAFT FFA ANNUAL PROGRESS REPORT: OCTOBER 2007 THROUGH
SEPTEMBER 2008, DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN— SHARPE SITE
California Regional Water Quality Control Board, Central Valley Region (Regional Water
Board) staff has reviewed the Draft FFA Annual Progress Report. October 2007 through
September 2008 (Draft Report) dated November 2008 and received by electronic mail on
26 November 2008 and during a meeting on 14 January 2009. The Draft Report was
prepared by URS Group, Inc., on behalf of Defense Logistics Agency Enterprise Support San
Joaquin, California (DESJC) for the Defense Distribution Depot (DDJC) Sharpe site.
Regional Water Board staff comments on the changes that DESJC has proposed to the
frequency of sampling of groundwater wells for the 2009 monitoring program are presented
below:
1. Quarterly sampling of new monitoring wells MW325A, MW325B, and MW325C. Regional
Water Board staff concurs;
2. Discontinue twice per year sampling of monitoring well MW412A. Regional Water Board
staff concurs because this well is screened above the tetrachloroethene plume and
adjacent well MW412B is screened within the plume;
3. Begin sampling monitoring well MW447C and MW447CD annually. Regional Water
Board staff concurs;
4. Discontinue quarterly sampling of monitoring wells MW52713, MW527C, and MW527D.
Regional Water Board staff concurs because these wells are within a roadway and will be
replaced with the wells listed below in proposed change 5, at a safer location;
5. Quarterly sampling of replacement monitoring wells MW527BR, MW527CR, and
MW527DR. Regional Water Board staff concurs with the locations proposed. See
proposed change 4, above;
6. Quarterly sampling of new monitoring wells MW534B, MW534C, and MW534D. Regional
Water Board staff concurs;
7. Discontinue sampling of private water supply well PW010. During the 14 January 2009
Remedial Project Manager meeting held at the URS office in Sacramento, it became
apparent that there is confusion regarding the sampling of this well. Apparently the well
owner's attorney had sent a letter to DESJC stating that the well was no longer to be
California Environmental Protection Agency
Ed Recycled Poper
