Mr. Maurice Benson • 18 February 2009
Defense Logistics Agency
investigation indicate that these plumes do not pose a threat to downgradient, privately
owned, potable supply wells."
Another example of such statements is the second sentence of Section ES.3.1:
"Preliminary results from the 2007/2008 CPT/HydroPunch investigation confirm that
there is no evidence that the plumes are continuing to migrate toward privately owned
potable wells even though contaminant plume capture is incomplete west of the depot
boundary.
Any plume that has migrated beyond the capture zone of the groundwater extraction and
treatment systems at the Sharpe site poses a threat. While such a plume may not be an
immanent threat, it is none-the-less, a threat. Rather than stating that plumes do not pose
a threat, the Draft Report should explain that the work performed to date, and planned
future work are underway to address the potential threats by completing necessary
assessment work and implementing actions to guard against eventual impacts.
3. The Draft Report indicates that the plumes are being contained by the groundwater .
extraction systems or by natural attenuation mechanisms. The role of natural attenuation
has not been verified. Evidence of this should be collected and presented in documents in
support of a Record of Decision Amendment.
If you have any questions, please contact me at (916) 464-4675, or by email at
jbrownell@waaterboards.ca.gov.
K
James R.
