Box 960001 <br /> Stockton, California 95296-0250 <br /> COMMENTS ON THE DRAFT POTABLE WELL EVALUATION FOR DEFENSE <br /> DISTRIBUTION DEPOT SAN JOAQUIN CALIFORNIA (DDJC), SHARPE SITE, <br /> LATHROP, CALIFORNIA <br /> Dear Mr. Benson: <br /> The Department of Toxic Substances Control (DTSC) received e-mail notification that <br /> the above-mentioned evaluation report was available for electronic review on May 29, <br /> 2009. The report describes the planned activities to place monitoring wells (MW) in <br /> critical off-depot locations based on observed data gaps, compares volatile organic <br /> compounds (VOC) concentrations both on and offsite to identify contaminants <br /> emanating from DDJC-Sharpe, compiles groundwater data to support a future Water <br /> Contingency Plan, and includes the initial information to develop a Potable Well <br /> sampling decision logic for future fieldwork efforts. <br /> DTSC has reviewed the work plan and has the following comments: <br /> Comments <br /> 1. Page 2-2, section 2.2.2.1: The report should clarify if lead in groundwater is <br /> rarely detected in on-depot or off-depot MWs or Potable Wells. The evaluation <br /> report should also clarify why lead attributed to DDJC-Sharpe activities in <br /> groundwater is only a threat up until base boundaries. <br /> 2. Page 2-4, section 2.3.3.2: The evaluation report should mention that the <br /> tricholorethene plume exceeding the aquifer cleanup level (ACL) is not confined <br /> ® Printed on Recycled Paper <br />
