e. Medical Activity <br /> The U.S. Army Health Clinic will provide personnel to the IOSC to provide <br /> expertise regarding health effects of the spills on the personnel and the <br /> measures to be taken. Medical emergencies are handled through the local <br /> county emergency network (911 System) . There are no written agreements with <br /> any particular medical facility. <br /> f. Directorate of Contracting <br /> The procurement contracting officer or his designee will issue emergency <br /> contracts to private contractors for cleanup of spill and disposal of <br /> material as determined by the IOSC and the Director of Engineering and <br /> Logistics. <br /> g. Fire Protection Division <br /> The Fire Protection Division is normally the first to respond to any <br /> spill incident. They will evaluate the situation and attempt to contain <br /> materials until the arrival of the IRT. They will identify spills or leaks, <br /> shut off the source, dike or absorb all free liquids, clean bystanders, <br /> establish decontamination areas, and begin salvage operations where <br /> applicable. Sharpe has a written mutual day-to-day fire protection agreement <br /> which includes HAZMAT responses with various fire protection agencies. (See <br /> Annex I .) <br /> . h. Sanitation Section, Utilities Branch, Operations Division <br /> The Sanitation Section, Utilities Branch, Operations Division, <br /> Directorate of Engineering and Logistics will provide personnel for cleanup, <br /> neutralization, reduction, and detoxification of any spilled materials. <br /> Laboratory personnel will collect samples and perform laboratory analysis. <br /> This sanitatic section also performs any operations relating to buildings 530 <br /> and 605. <br /> i . Buildings and Grounds Branch <br /> The Buildings and Grounds Branch, Operations Division, Directorate of <br /> Engineering and Logistics will provide and operate heavy equipment, such as <br /> trucks, tractors, sweepers, back hoes, ,and front end loaders as may be <br /> requested by the IOSC for containment and cleanup. They can provide dirt or <br /> sand, dig ditches, cover storm drains and manholes or provide other <br /> construction duties as required for containment and cleanup. <br /> II-6 <br /> (10/23/90 <br />
