• Major road access is provided by Interstate Highway 5 and California State <br /> Highway 99. Interstate 5 provides direct access via intersections by both <br /> Roth Road and Lathrop Road. State Highway 99 provides direct access to the <br /> complex from an intersection at Lathrop Road. <br /> The existing 3200 foot runway at Sharpe provides direct access via air <br /> transportation but is presently not being used. Five miles to the northeast <br /> of Sharpe is the Stockton Metropolitan Airport which provides commercial jet <br /> air transportation. <br /> The Port of Stockton is a deep water inland port connecting with San <br /> Francisco, 88 miles away. It provides ocean-going transportation to the <br /> Stockton area for import and export of agricultural products, machinery, and <br /> other products. <br /> I. Principal City Information <br /> Stockton, the seat of San Joaquin County, is the nearest major population <br /> center to the Sharpe complex with its downtown area approximately 8 miles to <br /> the north. The City of Stockton currently has a population of approximately <br /> 185 ,000 and San Joaquin County has a population of approximately 435 ,750, <br /> according to the San Joaquin County Chamber of Commerce. <br /> J. Plan Updating <br /> • The SPCCP must be reviewed and evaluated every three years. In addition, the <br /> Plan should be amended, if need be, as new materials are used or stored at <br /> the Sharpe facility. Furthermore, the Plan should be reviewed after each <br /> spill to ensure the Plan' s effectiveness. SPCCP must be updated (amended) if <br /> one or more of the following events occur. <br /> 1. Facility Hazardous Waste Permit is revised. <br /> 2. Plan fails in an emergency. <br /> 3. Facility changes substantially in design, construction, etc. <br /> 4. List of individual in operational control of facilities change. <br /> 5. List of emergency coordinator changes (page IV-1 thru IV-3) . <br /> 6. Applicable regulations are revised. <br /> K.
