Title 22, CCR, Sections 66305 (b) and 66471: SHAD failed to determine whether the sludge wastes produced at the IWTP should be classified as hazardous prior to a disposal of the sludge which occurred on or about September 20-21, 1989 . 3 . Title 22, CCR, Section 66472 (c) : SHAD offered IWTP sludge, identified in its Waste Analysis Plan as a hazardous waste and later confirmed by certified laboratory analysis performed on November 7 , 1989 as hazardous, to a transporter who did not possess an EPA identification number. The transporter subsequently moved the sludge to the Stockton POTW for disposal on or about September 20-21, 1989 . 4 . Title 22, CCR, Section 66480 (a) : SHAD failed to prepare a manifest for transportation of IWTP sludge waste, identified in its Waste Analysis Plan as a hazardous waste and later confirmed by analysis as hazardous, offsite for disposal . The unmanifested load of sludge waste was subsequently delivered to the Stockton POTW , for disposal on or about September 20-21, 1989 . 5. Health and Safety Code (HSC) , Sections 25189 .5 (a) and 25203: SHAD caused the disposal of its IWTP sludge waste, identified in its Waste Analysis Plan as a hazardous waste and later confirmed by analysis as hazardous, at the city of Stockton POTW, an unpermitted disposal facility, on or about September 20-21, 1989 . 6. Title 40, Code of Federal Regulations (CFR) , Section 268.7 (a) (1) : SHAD failed to notify treatment facilities of- the appropriate treatment standards with shipments of land disposal restricted (LDR) wastes. The LDR notification which accompaniedshipmentsof hazardous wastes to treatment facilities did not contain treatment _ standard _ notifications about the. following LDR wastes:
