ACTION LEVELS
Action Levels prescribe specific actions to be taken at different levels of exposure
' Continuous monitoring is required in order to select the appropriate personal Ievel of protection as
work site conditions change When appropriate, continuous air monitoring will be conducted in the
breathing zone of workers for total organic vapors and total particulates
' Monitoring for ionizing radiation will be done in the immediate work area when applicable,
where the potential for exposure to ionizing radiation exists, based on a review of existing site
' radiologic data or knowledge of the site history
The values given in the Table Air Monitoring, (Table A-11-1) for total organic vapors are
applicable in situations where the potential specific air contaminants are unknown The action levels
are recommended by the U S Environmental Protection Agency USEPA The radiation Action
Levels are based on Nuclear Regulatory Commission regulations
Many sites will have information on several potential air contaminants based on soil and
' ground-water analyses In these cases, where the specific potential air contaminants are known,
appropriate action levels based on continuous monitoring for total organic vapor concentrations will
be determined by the health and safety program manager HSPM in coordination with the PM
' (Project Manager)
' A site-specific history may show that potential exposure to airborne organic chemicals is
limited to one or a few chemicals In this case, air sampling may be done for the specific chemicals,
' or appropriate action levels based on continuous monitoring for OVS may be determined as
previously described
If specific continuous air monitoring is being performed for all specific contaminants at a
' particular site, upgrading and downgrading the level of protection must be based on the applicable air
exposure standard for each specific contaminant In all cases, the applicable Action levels for total
organic vapors will be stated in the site-specific Health and Safety Plan
N - i
1
