1 <br /> Backfilling <br /> After completion of sampling, the excavation pit was backfilled on April 21 and 22, 1992, <br /> ' with imported fill in accordance with the Tank Closure Plan, dated January 30, 1992 (Appendix A, <br /> Photo 8) Fill material was compacted with a sheep's foot roller Backfilling and surface restoration <br /> ' operations were completed on April 24, 1992 The asphalt pavement was restored to grade and the <br /> approximate locations of the vapor recovery pipelines for the remaining tanks were marked with <br /> ' orange spray paint A telephone conversation between PRC and Ms Pam Violet of San Joaquin <br /> County on April 28, 1992, confirmed that an unauthorized release report had been filed for the <br /> ' facility <br /> ' Integrity Testing of Ad acent Two Tanks <br /> ' Tank testing activities, as detailed in the Navy scope of work, were conducted on USTs <br /> 817B-1 and 81713-3 between May 4 and May 18, 1992, by Testing and Technology Environmental <br /> Services (Testing and Technology) The USTs were inoculated on May 4, 1992, with two separate <br /> tracer compounds, DA in tank 817B-1 and 11413-2 in tank 817B-3 (Figure 4), in accordance with <br /> Tracer Research Corporations' Tracer Tight® method, which meets the criteria set forth in National <br /> ' Fire Protection Agency (NFPA) 329 for precision leak testing Results and testing documentation are <br /> included in Appendix D Tank testing was accomplished by introducing the appropriate tracer <br /> ' compound into the respective tank through the fill pipe and into the resident liquid The tank was <br /> then sealed with the fill pipe cover and was not opened until final testing <br /> At the time of inoculation on May 4, 1992, both tanks were checked for product and water and water <br /> was not detected in either tank <br /> A liquid sample was collected from each of the tanks on May 7, 1992, to confirm the <br /> ' presence of the tracer compounds The samples were collected by Testing and Technology using <br /> plastic tubing with a weighted end to reach the bottom of the tank and a syringe to collect the liquid <br /> ' sample The sample collected from tank 81713-1 was murky and contained brown particulates while <br /> the sample from tank 817B-3 was clear Chemical analyses and chain-of-custody forms for these <br /> ' liquid samples were not provided to PRC by Testing and Technology <br /> TANKRMU NEW <br /> ' 04"162CTrATR1 3114193 10 <br />
