A work plan was submitted to the <br /> California Regional Water Quality Control Board (RWQCB) on November 15, 2010. Stantec is <br /> currently waiting for RWQCB approval of the work plan. <br /> Attached is a well permit application for the destruction of wells TONT-1 through TO/T-5, TONT-8, <br /> TONT-11, TONT-12, TONT-14, and TO/R-1 through TO/R-6 and the installation of replacement <br /> monitoring wells TONT-2R, TO/T-3R, TO/R-2R, and TO/R-5R (Table 1). All of the wells proposed <br /> for destruction have a total depth of 10 feet bgs. Also included is a check for well permit fees <br /> ($2,684). <br /> We understand that the normal method of well destruction allowed by the county is overdrilling. <br /> However, one of the wells (TO/T-12) located on the terminal is inaccessible to a drill rig due to its <br /> location between above ground pipelines. We request that a variance be issued for the destruction <br /> of this well to allow for the well to be pressure grouted instead of overdrilled. Additionally, wells <br /> TONT-3, TONT-4, and TONT-11 are located behind terminal infrastructure. We are attempting to <br /> determine if any of the infrastructure can be removed to permit a limited access rig to access the <br /> wells, however, if this is not possible, we further request that these three wells be allowed to be <br /> pressure grouted. <br /> We would like to schedule field activities to begin immediately upon approval of the work plan by <br /> RWQCB. We'd like to see this field work begin during the month of November 2010, due to <br /> potential flooding or soft ground that can occur with continued rainfall, which may make some wells <br /> inaccessible. <br />
