Site Location and Description <br /> ' The site is located at 19256 North Highway 99 in A.carnpo, California, (See Figure 1) The site <br /> property is bordered on the north side by an apple orchard and by an open field contammg grape vines <br /> ' to the south. The front of the property(west)is adjacent to approximately six residential units and <br /> by Woodbridge Road, a frontage road nirming parallel with Highway 99. And the east site of the <br /> property is bordered by an open field, which we understand is currently being investigated by the <br /> Central Valley Regiond Water Quality Control Board for impacted groundwater. The property is <br /> curremtly occupied b'WesternOil and Spreadmg,Vile,a liquid asphalt distribution business. The site <br /> ooG+ipies approximately 2 13 acres of land,is relatively flat, and is covered with natural ground and <br /> gravel. The site contams 11 insulated aboveground tanks(AST's)used to store vanes road oils The <br /> site once contained five underground fuel storage tanks (UST's) used to store hgwd aspbak, diesel <br /> Ifuel, and gasoline(See Figure 2). <br /> 2.2 Previous Work and Site Condition <br /> IIn 1955 Mr.Lloyd Moore moved his conVany Moore and sons from the corner of Cherokee Latae <br /> and Lockeford Street in Lodi, to the present location at 19256 North Highway 99 in Acampo, <br /> California, Soiretitne during the 1960's the company was sold to the Vara Lobensels who named the <br /> company Westem Asphalt. <br /> In 1985 the business was purchased by Make and John 'Telfer and renained Western W and <br /> Spreading, Inc The company is currently operating as a liquid asphalt distribution business <br /> On October 22, 1987,two 20,000-gallon UST's used to store liquid asphalt, one 2,000-gallon UST <br /> used to store diesel fuel,one 1,000-gallon UST used to store gasoline fuel, and one 500-gallon UST <br /> used to store gasoline fuel were removed from the site property. Analytical results collected during <br /> the tank removals indicated petroleum impacted sof wrtlim the 20,000-gallon and 2,000-gallon tank <br /> I cavity locations. <br /> On December 10, Gaflardo & Avochites was retamed by Telfer-Sbeldon's Vice-President, Jeff <br /> Hopkins, to prepare a workplan and conduct a limited soil and groundwater investigation for the <br /> 19256 Forth highway 99 site property <br /> IOn December 16, 1998, a meeting was held at the Sam Joaquin County Envirwrwntal Health <br /> Division's (SJCEHD) Stockton office In attendance for the meeting were Jeffrey Wong and <br /> I Margaret Lagono of SJCEHD,Jeff Hopkins of Telfer-Sheldon Ort, and Rafael Gallardo of GaUardo <br /> &Assocums. Tlie purpose of the meeting was to discuss the current condition of the site property <br /> and to discuss the requirements necessary to prepare an acceptable workplan for SJCEHD <br /> IOn Deceraber 22, 1998, Gamando&AssocWes submitted a work plan to perform a limited soil and <br /> groundwater mvestigation at the site to SJCEHD for review and approval. <br /> I <br /> I <br />
