Bardot: <br /> According to county assessor' s information provided to our <br /> company by the San Joaquin County Division of Environmental Health <br /> of the Public Health Services agency, you are the owner of the <br /> property located at 3851 Newton Road in Stockton. Your property is <br /> located adjacent to Gillies Trucking Company at 3831 Newton Road, <br /> where our company is currently conducting an environmental study. <br /> We are investigating soil and groundwater contamination that <br /> occurred as a result of a leak from the diesel and gasoline storage <br /> tanks that were located on the Gillies property until about 1989 , <br /> when they were removed. <br /> San Joquin County and the State of California require that <br /> investigations of this type be conducted whenever a fuel tank leak <br /> is discovered. Gillies Trucking has cooperated with the County by <br /> drilling water wells on the Gillies property to collect soil and <br /> water samples, which have been analyzed for evidence of <br /> contamination. Recently, the County has required Gillies to expand <br /> the investigation by drilling wells to the north ( "upgradient" ) and <br /> south ( "downgradient" ) of the existing wells . This was required in <br /> a letter dated February 6, a copy of which I have enclosed. <br /> Unfortunately, there is no room to drill south of the existing <br /> wells, between them and the fence that divides the Gillies property <br /> from your property. Therefore, in order to comply with the County' s <br /> requirement, it will be neccessary to drill on your property. This <br /> is not unusual; we have drilled on neighboring properties in <br /> several other investigations where contamination was. found •near <br /> property lines . As required by the County' s February 6 letter, we <br /> have prepared a work plan for more drilling, showing the location <br /> of the drill sites we propose. I have included a map showing the <br /> proposed locations, which are in the vacant field a few hundred <br /> feet behind the house that is located on your property. <br /> It is a County requirement that we receive your written <br /> permission to drill on your property before proceeding. I have <br /> prepared a simple letter for your signature, authorizing us to <br /> enter your property and install two groundwater monitoring wells . <br /> A return envelope is also enclosed. If you prefer, you may write a <br /> similar letter of your own. After the wells are installed, it will <br /> also be necessary for us to enter your property approximately once <br /> every three months to collect a water sample from each well . During <br /> each visit, we would be on the property between 1 and 2 hours .
