Upgradient Consultants conclude that one upgradient and <br /> two additional downgradient wells be installed and that quarterly monitoring of existing <br /> wells be discontinued until the static water level in the wells is below top of screen. <br /> PHS/EHD agrees with the conclusions and recommendations in the report regarding plume <br /> migration and definition. PHS/EHD concludes that the report does not address the issue of <br /> defining the lateral and vertical extent of the remaining soil contamination. Residual soil <br /> contamination may be contributing to the continued degradation of groundwater quality. <br /> PHS/EHD recommends that the additional upgradient and down gradient wells should be <br /> constructed in accordance with CCR Article 4 Section 2649 (d)(3) which states "Ground <br /> water monitoring well casings shall extend to the bottom of the boring and shall be factory <br /> perforated from a point of one foot above the bottom of the casing to an elevation which <br /> is either five feet above highest anticipated groundwater level or to within three feet of the <br /> bottom of the surface seal or to the ground surface whichever is the lowest elevation." <br /> PHS/EHD recommends quarterly monitoring of the wells. Existing wells shall be measured <br /> for depth to water. When the water level in the existing wells is below the screen, then an <br /> analytical sample shall be obtained. The newly installed wells shall be sampled for <br /> laboratory analysis quarterly. <br /> A Division of San Joaquin County Health Care Services <br />
