IN REPLY REFER TO SITE CODE: 1703
Stockton
We have completed our review of your preliminary report entitled "Report of Test Borings and Well
Installation" dated December 3, 1990, as prepared by Richesin and Associates, Inc.
It will be necessary for you to complete, as a minimum, two additional monitoring wells in order to
adequately define the nature and extent of the groundwater contamination. We advise that these additional
wells be drilled as quickly as possible in order to achieve the water quality data needed to ascertain the type
of remediation best suited for the site.
These additional data points will better define the reference made in the report to the "hardpan" layers
which may or may not restrict the fuel's migration toward groundwater.
Once the wells are installed, pumping test data is highly recommended to explore the possibility of the
domestic well's influence and/or hydraulic conductivity with the other wells.
This additional drilling, soil/groundwater sampling, the pump test data as well as subsequent remediation
plan, for soil and/or groundwater shall be included in the next phase of the site's investigation, The
Problem Assessment Report. The permit application to perform the additional work shall be submitted to
Public Health Services,Environmental Health Division (PHS/EHD), 30 days from the date of this letter. The
report will be due into PHS/EHD and Central Valley Regional Water Quality Control Board (CVRWQCB) no
later than 90 days from the date of this letter.
If you have any questions call Diane Hinson, Supervising REHS, of my staff at (209) 468-3452.
Jogi Khanna, Iy1.D., M.P.H.
Health Offie(r
Laurie A.
