In a telephone conversation with <br /> Upgradient on March 6,2000,PHS/EHD expressed concerns over Upgradient's <br /> unwillingness to use transducers for the proposed aquifer test, and that the aquifer test may <br /> yield erroneous results since the extraction well (GT-10) is screened across multiple strata. <br /> Upgradient agreed to review the work plan proposal. PHS/EHD has not received any <br /> revision to the above-referenced work plan to date. Subsequently, in a telephone <br /> conversation on March 20, 2000, Upgradient stated that they would like to employ Visual <br /> Mod-Flow for the proposed aquifer test. Upgradient agreed to demonstrate Visual Mod- <br /> Flow on their computers. On April 14, 2000,PHS/EHD inquired about the status of the <br /> demonstration but did not receive any answer. The demonstration has yet to be performed. <br /> In a report titled Secmxl Qw7ler 2000 Report dated June 28,2000 and prepared by Upgradient, <br /> the recommendation was made to delay the proposed aquifer test due to the decline in <br /> groundwater elevation. Upgradient recommended postponing the test until after the static <br /> groundwater had risen again, probably during the fust quarter of 2001. Subsequently,the <br /> First Quarter 2001 Report dated March 15,2001 cited the measured groundwater level of GT- <br /> 10 to be 53.05 feet below surface grade (bsg). Although the groundwater still has not <br /> recovered to its previous shallow depth of 46.58 feet bsg measured in April 2000,it has <br /> begun to rise from the low of 56.39 feet bsg measured in September 2000. PHS/EHD <br /> requests that the proposed aquifer test be performed by July 31, 2001 before the <br /> groundwater declines again. The work plan approval with conditions is attached. <br /> PHS/EHD requests a demonstration of Visual Mod-Flow on their computer equipment by <br /> Upgradient before carrying out anywork. <br /> PIIS/EHD agreed with the request as stated in the Fint Quarter 2001 Report to suspend <br /> purging of the monitoring wells for the quarterly sampling for a trial basis of one year. <br /> However,during the first quarter(March or April),when the groundwater has historically <br /> been the most shallow,you will be required to conduct one set of samples using <br /> A Division of San Joaquin County Health Care Services <br />
