Ms. <br /> Davidova contacted Upgradient Environmental Consultants on February 19 and authorized us to prepare a <br /> work plan to drill one new monitor well and one new boring at the site. The well will be used to monitor <br /> groundwater conditions when the water table is shallow. and the purpose of the deep boring is tc determine <br /> whether the maximum depth of soil contamination has been adequately delineated. <br /> Gillies Trucking Co. is presently attempting to use its property as collateral in the put chase of a <br /> nearby parcel of property, but is having difficulty securing a loan because of the cloud of unce tainty that <br /> surrounds the property as a result of this contamination problem. Twice during the cou-se of the <br /> investigation of the problem, Mr. Gillies has been told that the investigation phase is complete, only to learn <br /> later that PHS/EHD has erected new requirements that force him to perform additional work befcre the case <br /> can be closed. He finds this very frustrating.and is anxious to obtain a commitment from PHS/EI-D that this <br /> newest phase of drilling will finally satisfy regulatory requirements and enable him to go forwa•d with the <br /> property aquisition. <br /> Enclosed with the work plan are a drilling permit and the permit fee. Our Site Health and Safety <br /> Plan for this project is already on file with your office.
