San Joaquin County
Environmental Health Department DIRECTOR
M Donna Horan,REHS
600 East Main Street
PROGRAM COORDINATORS
N: < Stockton, California 95202-3029 Robert McClellon,REHS
Jeff Carruesco,REHS, RDI
Kasey Foley,REHS
a f F o Ra Website: www.sjgov.org/ehd Linda Turkatte,REHS
Phone: (209)468-3420
Fax: (209)464-0138
April 26, 2011
Ken Gillies
Gillies Trucking
P O BOX 8303
Stockton CA 95208
Subject: Gillies Trucking
3931 Newton Road
Stockton, CA 95205
The San Joaquin County Environmental Health Department (EHD) has received and
reviewed Re: Workplan for Soil Vapor Extraction (SVET) Pilot Study, dated 21 April 2011,
prepared by your consultant, Stephen Muir of Stephen G. Muir, Consulting Geologist and
Geophysicist (Muir). Based on the results obtained during feasibility testing on various
monitoring wells, Muir has proposed to install six vapor extraction (SVE) wells to target
impacted soil in the area of vadose soil zone contamination and to conduct a pilot test for
extraction of total petroleum hydrocarbons quantified as diesel and gasoline (TPHd and
TPHg) and volatile organic compounds benzene, toluene, ethylbenzene and total xylenes
(BTEX).
The EHD has discussed the work plan with Muir and the plan has been modified as follows:
• Instead of a pair of nested 4-inch SVE wells nested in three 18-inch soil borings, six
individual 4-inch wells in 8-inch soil borings will be located as cluster pairs in three
locations.
• Unless modified during installation in response to field data collected during
advancement of the soil pilot borings, the clustered wells will have the following
screen intervals — GT SVE1: 35 to 45 feet below surface grade (bsg) and 55 to 70
feet bsg; - GT-SVE2: 35 to 55 feet bsg and 55 to 70 feet bsg; and GT-SVE3: 40 to 50
feet bsg and 60 to 75 feet bsg.
• The location for proposed clustered well GT-SV1 will be moved to a point between
wells GT-15 and GT-10, nearer to the well GT-15.
Muir states his belief that the pilot testing will comply with the requirements of the San
Joaquin Valley Air Pollution Control District (SJVAPCD) limiting pilot tests to 5 days. The
EHD approves the extended pilot testing provided that all SJVAPCD requirements and
limitations are strictly complied with. The EHD also approves laboratory analysis of the soil
and air samples collected during the well installations and extended pilot test by methods
8260B, TO-3 and/or TO-15, as appropriate for TPHg, TPHd, BTEX, the five fuel oxygenates
and lead scavengers.
SVE Pilot Test WP Approval Letter 0411
