Muir, Consulting Geologist and Geophysicist
(Muir).
The scope of work for the 5-day soil vapor extraction (SVE) pilot test includes
temporarily connecting monitoring well GT-10 to a portable 2-horsepower blower to
extract soil vapor and treat the entrained hydrocarbon vapor, utilizing four 200-pound
canisters of granular activated carbon. It is proposed to collect extracted soil gas
samples, utilizing Tedlar bags, from the influent air stream at the beginning of the SVE
test and at 12, 24, 48 and 120 hours after initiation of the test.
The samples are to be analyzed by method TO-15 for benzene, toluene, ethylbenzene,
total xylenes (BTEX) and total petroleum hydrocarbons quantified as gasoline (TPHg). It
is also proposed to collect one soil gas sample in a 6-Liter Summa canister at the end of
the SVE test to analyze by method TO-15 for a full scan report.
Ambient air hydrocarbons will be monitored by Muir utilizing a photo-ionization detector
(PID) at 12-hour intervals during the pilot test, and Muir proposes to follow leak detection
protocols established by the Department of Toxic Substances Control (DTSC) included
as Appendix 3 in the WP.
The EHD approves the basic work plan as necessary and adequate [H&S 25296.10
(c)(3)] but does not approve collecting the Summa canister sample for the full-scan
TO-15 analysis, but will reconsider this if additional technical justification is provided to
the EHD. The EHD believes that the data provided by PID readings and laboratory
analysis for TPHg and BTEX in the samples collected in Tedlar bags will be adequate to
evaluate the effectiveness of SVE for remediatiQn of hydrocarbon-impacted vadose zone
soil. The EHD does not understand the need to follow leak test protocols for collecting
samples from the influent soil gas stream. Please note that the TO-15 hold time for
samples collected in Tedlar bags is 3 days. Implement the work plan within 60 days of
SVE Pilot Test WP Approval Letter 0610
