In the QR, UEC
proposed installation of five additional monitoring wells to be screened
approximately 55 to 70 feet below surface grade (bsg) to further assess impacted
groundwater in the 1st Riverbank sand unit. The wells are to be installed utilizing a
hollow-stem auger drill rig. Four of the proposed wells are to be located northeast,
east, southeast and south-southwest of GT-21, the fifth well is to be installed south
of GT-9. In addition, UEC proposed to advance two soil borings near the former
underground storage tank (UST) pit to collect impacted soil samples to conduct
leach tests. Sorption tests will be conducted on unimpacted soil samples collected
from the outlying groundwater monitoring wells utilizing water impacted during the
leach tests.
The EHD approves installation of the five proposed groundwater monitoring wells,
advancement of the two soil borings and conducting the leach and sorption tests
on impacted soil samples as proposed.
Submit a well permit application with the $89.00 application fee and $285.00 grout
inspection fee ($374.00 total) to this office by 25 September 2006, along with a
date scheduled for installing the approved monitoring wells. The wells should be
installed within 90 days of date of this letter. Questions or comments may be
directed to Nuel Henderson by mail (address on letterhead), or by telephone at
(209) 468-3436.
As discussed with your consultant, Mr. Vic Cherven, PE, of UEC by telephone on
24 August 2006, the Central Valley Regional Water Quality Control Board is
requiring that sites proposed for closure that will be leaving contamination in place
after closure be evaluated for potential human health risks by comparison with the
San Francisco Bay Regional Water Quality Control Board's Environmental
Screening Levels (ESLs). Contaminant concentrations that exceed the ESLs must
