You asked for
clarification of two statements contained in the Public Notification of the pending case closure as
follows: "It is believed that all significantly impacted oil and groundwater remains on-site' and
"14,060 pounds of contaminants were removed". The first statement does contain a typographical
error; the word 'oil' should have been 'soil'.
By the phrase "significantly impacted" the EHD means that the concentrations of known
contaminants associated with the unauthorized release (UAR) from the former underground storage
tanks (LISTS) in soil or groundwater are higher than those thought to pose minimal concern to
human health or the environment as published in authoritative guidance documents issued by
various public health or environmental agencies.
Various reports on the database GeoTracker, maintained by the State Water Resources Control
Board (SWRCB) show the estimated vertical and lateral extent of soil impacted by the UAR; see
Figures 12 and 13 in Case Closure Summary and No Further Action Request, updated January
2015 on GeoTracker at http://geotracker.waterboards.ca.gov/, (the site global identification number
is T0607700234); or use this direct link to the report to view illustrations of the estimated vertical
and lateral extent of impacted soil and groundwater on the site based on data from the site:
https://geotracker.waterboards.ca.gov/esi/uploads/qeo report/58158478141T0607700234.PDF.
The figures in the report referenced above show the plume of impacted soil to have remained
onsite. The plume of impacted groundwater is larger than the plume of impacted soil, as shown on
Figure 14 of the report referenced above, and may have migrated off-site toward the east, toward
two of your parcels. The figure also shows the locations of monitoring wells GT-31, GT-32 and GT-
33 along the eastern portion of the Gilles site near Newton Road and monitoring wells GT-30 and
GT-19 along the southern portion of the site. These wells help define the inferred margin of the
plume of impacted groundwater toward the east and south from the source area in the approximate
center of the Gillies site.
