Mr. Ken Gillies
Gillies Trucking
3931 Newton Road, Stockton
Page 3 of
advantageous monitoring well locations if such wells are determined to be
necessary.
The site conceptual model constructed from all the data derived from the site
should help to demonstrate the status of the dissolved phase plume, whether it is
migrating, stable or diminishing. The apparent risk to ground water and human
health inferred from the model should be insightful for determining whether the
site should undergo any remediation, long-term monitoring, or consideration for
site closure.
At the 13 November 2002 meeting, you indicated a willingness to proceed with
the directives and recommendations of EHD to move your site toward closure.
You are hereby directed to submit a work plan to fulfill all the directives and to
conduct the necessary additional site characterization by 03 January 2003. The
work plan should be prepared in the context of a current site conceptual model,
which should be updated with the data obtained from the investigation. Except as
modified by this letter, the work plan should comply with the directives of EHD
letters dated 22 August 2001, 26 October 2001 and 24 September 2002. If there
is any confusion on any of these issues, please call the undersigned for
clarification.
EHD desires to assist you in this matter as much as possible. Questions or
comments may be directed to Nuel Henderson by mail (address on letter head),
by e-mail at nhenderson@sjcehd.com, or by telephone at (209) 468-3436.
Donna Heran, REHS, Director
Environmental Health Divisio
  , -
Nuel C. Henderson, Jr., R MargaetLagorio, EHS
Unit IV - Site Mitigation Unit IV Supervisor
cc: Marty Hartzell — CVRWQCB
Victor Cherven — UEC
David trey—San Joaquin County Deputy District Attorney
