UEC's <br /> inability to locate some of the wells prior to a monitoring event will not form <br /> a justification for failing to conduct a monitoring event utilizing the wells <br /> that can be located. Please locate and mark all monitoring well locations. <br /> EHD cannot concur with UEC's recommendation for a wellhead treatment <br /> system in lieu of properly abandoning the domestic well on site. The <br /> proposed treatment will have to continue indefinitely and will require <br /> continual quarterly monitoring, you have not supplied the well construction <br /> details as directed by this office, and the diesel components detected in <br /> samples from the taps and well demonstrate that pumping from the well is <br /> influencing movement of the plume of impacted ground water. <br /> EHD has issued directives for this site by letters dated 22 August 2001 and <br /> 26 October 2001 and met with you and your consultant on 15 August 2001, at <br /> which time you agreed to perform the directed corrective actions. To date, you <br /> have complied with none of these directives. You are hereby directed to submit a <br /> work plan to fulfill all the directives and to conduct the necessary additional site <br /> characterization by 01 November 2002. Failure to submit the work plan by this <br /> date or submission of a work plan that fails to address all these issues, or failure <br /> to initiate field work within 30 days of approval of the work plan will result in <br /> referral of this case to the San Joaquin County District Attorney's Office for <br /> enforcement action.
