PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Stephen G. Muir Consulting Geologist & Geophysicist, on behalf of the San Joaquin County <br /> Environmental Health Department (SJCEHD), invites public comment regarding consideration by the <br /> SJCEHD to grant regulatory closure for the leaking underground storage tank (LUST) case at the <br /> subject site(Site) identified below: <br /> SUBJECT SITE: <br /> Site Name: Gillies Trucking GeoTracker Global ID No. T0607700234 <br /> Site Address: 3931 Newton Road, Stockton, CA 95205 SJCEHD Site Code: Code#1703 <br /> PUBLIC COMMENT PERIOD: 60 Days -from (April 27, 2015)to(June 26, 2015) <br /> CASE SUMMARY: <br /> The SJCEHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation <br /> with Gillies Trucking, Inc. and Stephen G. Muir Consulting Geologist & Geophysicist have evaluated <br /> soil and groundwater conditions and potential health concerns at the subject Site resulting from <br /> unauthorized release of gasoline and diesel fuel from an underground storage tank (UST) system. The <br /> unauthorized release from the UST system was discovered January 24, 1989 when the tanks, <br /> dispensers and piping were removed_ At the current time there is an active aboveground tank fueling <br /> system on the site, but there is no UST system. <br /> Soil and groundwater investigations were conducted from January 24, 1989 to March 31, 2015, to <br /> characterize impacted soil and/or groundwater. Stephen G. Muir Consulting Geologist & Geophysicist <br /> determined the extent to which the petroleum hydrocarbons have significantly impacted soil and <br /> groundwater. It is believed that all significantly impacted oil and groundwater remains on-site. Over- <br /> excavation of impacted soil was conducted during July, 1990. Onsite surface bioremediation was <br /> conducted to remediate the soil and groundwater at this site during 1992- Stephen G. Muir Consulting <br /> Geologist & Geophysicist estimates that approximately 14,060 pounds of contaminants were removed <br /> from the site through active remediation. Potential negative effects of the residual contamination on <br /> human health and the environment were evaluated by Stephen G. Muir Consulting Geologist & <br /> Geophysicist, and found to be negligible. On the basis of groundwater monitoring and the site <br /> characterizations, and the recommendation of Stephen G. Muir Consulting Geologist & Geophysicist, <br /> the SJCEHD has concluded that the Site status is protective of the environment and human health for <br /> current and future commercial Site use and for adjacent off-site areas. <br /> The SJCEHD will submit Case Closure Summary to the California Region Water Quality Control Board <br /> (CRWQCB). Once SJCEHD receives closure recommendation from CRWQCB and has addressed all <br /> public comments received, the SJCEHD anticipates issuing a No Further Action Required letter for the <br /> subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca,gov/. <br /> Upon written request, the Site case file is available for review at the SJCEHD office located at 1858 <br /> East Hazefton Avenue, Stockton, California 95205.
