Webber ENVIRONMENT HEALTH <br /> Stockton, CA 95201 PERMIT/SERVICES <br /> Subject: Gillies Trucking <br /> 3931 Newton Road <br /> Stockton, CA <br /> Dear Mr. Henderson: <br /> The Gillies Trucking groundwater monitoring report for the second quarter of 2002 was <br /> mailed to your office on July 10, 2002. In that report, we concluded that previous phases <br /> of investigation at that site identified a zone of diesel-contaminated soil between 40 and <br /> 60 feet in depth, and that groundwater, when present within this depth range, is subject to <br /> re-contamination. We also concluded that contaminated groundwater has not migrated <br /> away from the source and that remediation of either soil or groundwater is impractical <br /> and cost-prohibitive at this site. Based on these conclusions, we recommended <br /> performing no additional site characterization and reducing the groundwater monitoring <br /> frequency to annually. <br /> It is our understanding that County-State Local Oversight Program contracts allow thirty <br /> (30) days for the regulatory agency to submit a written response to recommendations that <br /> are presented in site reports. As it has now been sixty(60) days since our report was <br /> submitted and no written response has been received, we assume that San Joaquin County. <br /> PHSBHD concurs with our recommendations and that no further investigation is <br /> requested at this time. We also conclude that our recommendation to reduce the <br /> monitoring frequency is approved. <br /> Therefore,the next regular groundwater monitoring event at the Gillies Trucking facility <br /> will be scheduled for February or March of 2003. Prior to that time, all existing,monitor <br /> wells will be repaired and restored to service, so that samples can be collected from all <br /> wells. The samples will be analyzed for TPH-d, TPH-g, and BTEX. <br /> Singel <br /> Victor B. Cherven,Ph.
