(PES)for the Paradise Point Marina (Site). Soil and groundwater at the Site have <br /> been impacted by gasoline due to a break in the buried distribution line running between a 1,000-gallon <br /> aboveground storage tank and the product dispenser(s). In October 2015, you installed and began operating <br /> an extraction well [planned infiltration trench] near the release and excavated approximately 800 cubic yards <br /> of petroleum impacted soil. In the Work Plan, you propose to delineate the extent of the petroleum release to <br /> soil and groundwater by advancing 12 soil borings and collecting one groundwater sample and multiple soil <br /> samples from each boring. <br /> Central Valley Water Board staff has the following comments on the Work Plan: <br /> 1. Before work begins, a health and safety plan should be in place which monitors and mitigates the <br /> potential for an explosive work area; <br /> 2. At least one soil sample collected for analysis from each boring should be from the capillary fringe; <br /> 3. Investigate and report the construction details of the onsite water supply well (i.e. total depth, screen <br /> interval, casing, etc.). Sample the onsite supply well for petroleum hydrocarbon constituents and fuel <br /> oxygenates and report the results of the well sampling with the findings in the soil and groundwater <br /> investigation report; <br /> 4. You are to obtain all necessary permits and clearances from the San Joaquin County Environmental <br /> Health Department(SJEHD) and comply with all applicable SJCEHD directives. You must obtain all <br /> necessary permits and clearances with the local reclamation district and any other appropriate <br /> regulatory agency before beginning the investigation; <br /> 5. Effective 13 October 2014, Central Valley Water Board no longer requires documents be submitted in <br /> hard copy format. All correspondence/reports are to be submitted electronically(pdf)to the State Water <br /> Board's GeoTracker database and all analytical and Site data submitted in Electronic Deliverable Format <br /> (EDF).
