On <br /> 23 September 2015, Board staff visited the Site and observed petroleum contamination at the <br /> Site. Thus, the groundwater quality and beneficial uses (BUs) of the state's waters are <br /> threatened at the Site, specifically the BU of groundwater for water supply. <br /> California Water Code Section 13304 allows the Central Valley Water Board to recover <br /> reasonable expenses from responsible parties to oversee cleanup and abatement of discharges <br /> which have adversely affected or threaten to adversely affect waters of the state. On <br /> 23 September 2015, Kristi Shelton of my staff discussed with your representatives the <br /> reimbursement provisions of the California Water Code for this site. Please sign and return the <br /> enclosed Acknowledgement of Receipt of Oversight Cost Reimbursement Account Letter by <br /> 30 October 2015. <br /> California Water Code Section 13365 requires that the Central Valley Water Board provide you <br /> with the following information: <br /> 1. A detailed estimate of the work to be performed or services to be provided, including a <br /> statement of the expected outcome of that work, based upon data available to the <br /> agency at the time. <br /> 2. The billing rates for all the individuals and classes of employees expected to engage in <br /> the work or service. <br /> 3.
