On 6 February <br /> 2001, we met to discuss the process of changing the NPDES Permit to a land disposal Waste <br /> Discharge Requirements Order. <br /> To initiate the Waste Discharge Requirements (WDRs) process, please submit a Report of Waste <br /> Discharge (RWD). The RWD consists of the enclosed Form 200 and a technical report that will <br /> serve as your response to Sections VI and VII of Form 200. The technical report must, at a <br /> minimum, address all items listed on the enclosed sheet entitled"Additional Information <br /> Requirements" and must be prepared under the supervision of a registered civil engineer. The <br /> RWD shall also include any additional information required to explain the site specific processes. <br /> Because Paradise Point Manna is already paying an annual fee, there is no additional fee <br /> associated with the RWD submittal. <br /> In our 6 February 2001 meeting, you described Paradise Point Manna's plan to construct a <br /> wastewater storage pond that will be used to store wastewater in the winter; your engineer's <br /> preliminary calculations indicate all the wastewater will evaporate in the summer months. <br /> Because the depth to groundwater is two to three feet below ground surface, lining the <br /> wastewater pond will be required. The pond shall be designed to provide a minimum two foot <br /> freeboard, booms as required to prevent wave action in the pond, and a minimum of one <br /> milligram per liter(mg/1) dissolved oxygen. <br /> We have not specified a due date for the RWD. You may submit it at your convenience, but <br /> please note that it can take up to four months from receipt of a complete RWD to adoption of <br /> WDRs. <br /> California Environmental Protection Agency <br /> pia Recycled Paper <br /> The energy challenge facing California is real.
