BOARD <br /> INSPECTION REPORT <br /> 19 June 2000 <br /> DISCHARGER: Paradise Point Marina <br /> LOCATION & COUNTY: 8095 Rio Blanco Road, Stockton, San Joaquin County <br /> CONTACT(S): Mr. Brian Healy, General Manager <br /> Mr. James Kavanaugh, Assistant Manager <br /> INSPECTION DATE: 14 June 2000 <br /> INSPECTED BY: Mr. Robert Fagemess <br /> ACCOMPANIED BY: Mr. James Kavanuagh (Paradise Point Marina) <br /> Ms. Melissa Hall (Student Assistant w/RWQCB) <br /> OBSERVATIONS AND COMMENTS: <br /> On 14 June 2000, Melissa Hall and I met with Mr. James Kavanaugh who accompanied us during a 1B <br /> compliance inspection of the Paradise Point Marina (PPM) Wastewater Treatment Plant, NPDES <br /> Permit No. CA0082376, WDR Order No. 99-061, located in San Joaquin County. <br /> The inspection involved: reviewing the existing NPDES and WDRs; review of the Discharger's self- <br /> monitoring reports (SMR) for the months of March 2000 through April 2000; review of the <br /> supplemental information sent by the Discharger in response to the 27 April 2000 Notice of Violation <br /> (NOV), and inspecting recent improvements made to the system/operation in response to the NOV. <br /> The two non-permitting issues addressed in April 2000 NOV and Inspection Report have been <br /> corrected by the Discharger and were inspected during this visit. (1) A sampling port has been installed <br /> on the influent pipe, which allows for manageable and safe sampling of the influent. (2)Liquid <br /> chlorine drums are now stored on top of a double containment pallet. <br /> At the time of our inspection, the aeration chamber was in operation; however, effluent was not <br /> discharging to the unnamed unlined drainage ditch. Inspection of the ditch found the water to be <br /> stagnant and shallow. The ditch is overgrown with cattails and duckweed and makes evaluation of <br /> flow direction difficult to evaluate. Water was observed at the point at which the unlined ditch empties <br /> into larger ditch near pumping station. However, flow direction was not discernable and it is possible <br /> the water observed at the confluence point is from the larger drainage. The pumping station was not in <br /> operation at the time of the inspection. <br /> The Discharger responded to the NOV by submitting a Sludge Management Plan and Annual Report. <br /> Both documents adequately address our request. <br />
