Paradise Point Marina -5- • 27 April 2000
Inspection Report
MONITORING AND REPORTING REQUIREMENTS:
Reviewing the self-monitoring reports I identified several violations of the Monitoring and Reporting
Program(MRP)No. 99-061. These violations were discussed with Mr. Lorimer and Mr. Healy during
the meeting, which followed the inspection. The violations are as follow:
1. Since the adoption of Order No. 99-061, effluent samples have not been analyzed for settleable
solids as required by the MRP.
2. Since the adoption of the Order, receiving water samples have not been analyzed for ammonia
or fecal coliform organisms as required by the MRP.
3. Review of the self-monitoring report (SMR)for the month of February 2000 indicated residual
chlorine content in excess of the allowable effluent limit. However, following up discussions
with Mr. Lorimer indicated that the wrong data was reported for this parameter. Copies of the
analytical laboratory reports have not been included with the SMRs.
RWQCB SAMPLING AND ANALYSIS:
To supplement the inspection,I collected influent, effluent and receiving water samples and submitted
these samples for independent analytical testing. The samples were analyzed for all of the constituents
required within the MRP (with the exception of the acute toxicity testing). As part of the sample
collection,I also conducted field screening for pH, electrical conductivity, dissolved oxygen and
residual chlorine. Due to sample degradation, it is crucial to conduct this screening the field. The
results of the field screening are summarized in Table 1. The results of the independent analytical
testing are summarized within Table 2.
