0
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION T
ORDER NO.
NPDES NO. CA 0082376
WASTE DISCHARGE REQUIREMENTS
FOR fE
PARADISE POINT MARINA
SEVEN RESORTS, INC.
SAN JOAQUIN COUNTY N
The California Regional Water Quality Control Board, Central Valley Region, (hereafter
Board) finds that:
1. Seven Resorts, Inc. (hereafter Discharger) submitted a Report of Waste Discharge, T
dated 25 August 1993, and applied for renewal of a permit to discharge waste under the
National Pollutant Discharge Elimination System (NPDES) from the Paradise Point
Marina Wastewater Treatment Plant. /
2. The San Joaquin Health Services Department issued, on 1 July 1988, a Notice to Abate /L\
after septic tank effluent from failing leachfields was found to be surfacing in a drainage A
ditch. The notice required Paradise Point Marina to install a new sewage treatment and
disposal system. Shallow ground water and peat soils precluded the use of leachfield
disposal within the limited land area controlled by the marina.
3. The Discharger owns and operates a wastewater collection, treatment, and disposal T
system, and provides sewerage service to Paradise Point Marina. The treatment plant is
in NE 1/4 Section 3, T2N, RSE, MDB&M, at the intersection of Disappointment
Slough and Bishop Cut as shown on Attachment A, a part of this Order. Treated
wastewater is discharged to a point 2,000 feet north of the confluence of
Disappointment Slough and Bishop Cut, at the point, latitude 38°, 3', 00" and longitude
1210, 25', 00". Bishop Cut is a water of the United States and a tributary to the San
Joaquin River.
4. The Report of Waste Discharge describes the wastewater discharge as follows:
Monthly Average Flow: 0.0045 million gallons per day (mgd)
Daily Peak Wet Weather Flow: 0.0114 mgd
Daily Peak Dry Weather Flow: 0.0163 mgd
Design Flow: 0.0300 mgd
Average Temperature: 68°F Summer; 58°F Winter
