Stockton Cineplex Site <br /> Bound by East Miner Avenue, North Hunter Street, <br /> East Weber Avenue and North El Dorado Street <br /> Stockton, California <br /> Work plan for Preliminary Risk Assessment and <br /> Contaminant Mitigation <br /> Prepared For Civic Partners <br /> 1.0 PROJECT IDENTIFICATION <br /> The Stockton Cineplex project is located in down town Stockton, California in an area <br /> bounded to north by East Miner Avenue, to the south by East Weber Avenue, to the east <br /> by North Hunter Street, and to the west by North El Dorado Street (Figure 1). The site <br /> has historically been used for light industry and is currently undergoing redevelopment <br /> Recent uses for the site have been primarily administrative and commercial (Figure 2). <br /> Electricity is supplied to the project site by Pacific Gas and Electric (P, G, &E). Potable <br /> water is provided by the California Water Service, which obtains imported surface water <br /> from the Hogan Reservoir located northeast of Stockton, and from the Melones Reservoir <br /> located southeast of Stockton. The City of Stockton Sewer Service provides sanitary <br /> sewer service. <br /> The proposed Preliminary Risk Assessment has the goal of establishing criteria for the <br /> evaluation of potential contaminants that may be encountered during the construction of <br /> the Stockton Cineplex. The proposed Preliminary Risk Assessment would be used as a <br /> base line to evaluate possible contamination and determine the need for and type of <br /> mitigation required for contamination of a similar composition, distribution, and <br /> magnitude. <br /> Conceptually, if contamination is encountered during construction activities and <br /> determined to be of similar character to the modeled releases, corrective actions could be <br /> rapidly implemented as required by the Preliminary Risk Assessment. This study will <br /> provide a level of assurance to San Joaquin County Public Health Service - <br /> Environmental Health Division that all possible threats to health and the environment <br /> have been addressed and the appropriate mitigation measures will be implemented. This <br /> study will also provide an assurance to the responsible parties that all possible uncertainty <br /> about the magnitude and type of corrective action necessary, if contamination is <br /> encountered has been removed. The use of the Preliminary Risk Assessment also allows <br /> for the fast tracking of the definition and clean up of possible contamination ensuring the <br /> project is completed in a timely manner. <br /> The type and magnitude of corrective action required to abate a release is directly <br /> controlled by the site specific conditions and the nature and toxicity of the contaminant. <br /> The site geology, soil and groundwater chemistry, and hydrogeology will be integrated <br /> into a conceptual site model of the site conditions at Stockton Cineplex.
