Box 2009
Stockton, CA 95202
REVIEW OF COMBINED WORK PLAN TO REMEDIATE SOIL AND GROUNDWATER FOR EXXON -
4444 NORTH PERSHING AVENUE - STOCKTON, SAN JOAQUIN COUNTY
Below is a staff review of Exxon's Combined Work Plan for the remediation of
the soil and groundwater. The following comments should be incorporated with
your correspondence:
1 . We have reviewed the Combined Work Plan dated 8 November 1990. Your plan
to pump and treat the groundwater and establish a hydraulic barrier
between your site and the upgradient Shell station is acceptable.
However, it has been our experience that hydraulic barriers are difficult
to produce in practice. We recommend that you develop a contingency plan
if your barrier does not prevent the Shell plume from entering your
extraction sphere of influence.
2. The proposed vapor extraction system planned for the site is also
acceptable.
3. Exxon is to submit a time schedule for installation of each phase of
remediation and when operation is planned to begirt. The time schedule is
due by 1 July 1991.
If you have any questions, please call me at (916) 361-5723.
B. MAUGHAN
Water Resource Control Engineer
JBM:jbm
