PERSHING; STOCKTON, CA <br /> Our office has received your letter of October 30, 1989, <br /> outlining the information potential lenders may request regarding <br /> remediation activities at this site. We will attempt to answer <br /> these concerns as follows: <br /> 1. The San Joaquin County Public Health Services Environmental <br /> Health Division is currently under contract with the State <br /> Water Resource Control Board (SWRCB) to perform oversight of <br /> assessment and remediation activities at leaking underground <br /> tank sites as part of the underground tank Pilot Program. <br /> Under the terms of this contract, our agency has the lead as <br /> long as a site remains in the Pilot Program. If the site is <br /> taken out of the Pilot Program by referral to either a <br /> Regional Water Quality Control Board or Department of Health <br /> Services, that agency would become responsible for <br /> overseeing and enforcing site clean up. Since the facility <br /> in question has groundwater contamination, ultimate closure <br /> or certification that remediation is complete would require <br /> concurrence by the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) . <br /> 2. The site assessment information submitted to date indicates <br /> that the excavation and on site treatment conducted in 1986 <br /> removed a significant portion of the soil contamination <br /> identified at the time of underground storage tank removal. <br /> It is unlikely that further soil excavation would be a <br /> proposed remediation method. <br /> 3 . At this time, our office and CVRWQCB staff have reviewed and <br /> do not object to the remediation concept proposed by Exxon. <br /> However, as stated in the remediation proposal a number of <br /> assumptions are made in designing and locating the system <br /> relative to your proposed development. These include <br /> obtaining permits and approvals from several different <br /> agencies. It should also be noted that the plot plan <br /> drawing submitted by you shows the building located over MW3 <br /> and parking spaces covering the proposed infiltration trench <br /> location.
