EHD has a contract
with California State Water Resources Control Board (SWRCB) to conduct an UST
corrective action program.
Gasoline contamination was documented at the time of UST removals in July 1986
at the above referenced address. An Unauthorized Release Report was filed in
September 1986 and a groundwater investigation began in January 1987. Over the
course of the investigation, liquid-phase petroleum hydrocarbons have been
evidenced in on site wells. The site was placed in the Local Oversight Program
in April 1989. Soil and groundwater remediation began in 1994 utilizing vapor
extraction in conjunction with air sparging. In 1996 a vacuum vaporizer well
system, Underdruck Verdampfer Brunnen (UVB) , was installed. It was operated
from February 6, 1997, until September 22, 2000. No remediation has taken
place since the UVB was inactivated.
On April 17, 2002 EHD and CVRWQCB staff met with ETIC on behalf of ExxonMobil.
Topics discussed at the meeting were:
1. Site history and current groundwater contaminant concentrations.
2. PHS/EHD denial of ETIC recommendation for no further action based
upon risk-based corrective action (RSCA) analysis.
3. The need to perform additional/continued groundwater cleanup.
4. The required vertical definition of the groundwater plume.
5. Groundwater remedial alternative for corrective action at this site.
No work plan (WP) to continue with groundwater remediation and assess vertical
contaminant limits has been received by EHD to date. Please submit a WP to EHD
by February 24, 2003.
If you have any further questions regarding this matter, please contact Harlin
Knoll at (209) 468-3442.
Donna Heran, RENS, Director
Environmental Health Division
Harlin Knoll, Senior REHS Nuel C.
