PHS/EHD has a contract with California State Water Resources Control Board <br /> (SWRCB)to conduct an UST corrective action program <br /> Gasoline contamination was documented at the time of UST removals in July 1986 at the above referenced <br /> site. An Unauthorized Release Report was filed in September 1986 and a groundwater investigation began in <br /> January 1987. Over the course of the investigation,liquid-phase petroleum hydrocarbons have been evidenced <br /> in several on site wells. The site was placed in the Local Oversight Program in April 1989. Soil and <br /> groundwater remediation began in 1994 utilizing air sparging in conjunction with vapor extraction. In 1996 a <br /> vacuum vaporized well system,Underdmck Verdampfer Brunnen(UVB),was installed and operated for <br /> groundwater remediation and plume migration control. <br /> On September 12,2000,PHS/EHD met with you and your consultant(ETIC)to review site status and <br /> proposed work. Discussion was focused on your interest in conducting a Risk Assessment for this site and <br /> discontinuing operation of the UVB system. <br /> On November 2,2000,PHS/EHD received a letter from ETIC. PHS/EHD does not agree with the first <br /> possible direction, which is stated in the letter. Site closure will not be considered even if the risk assessment <br /> exhibits no exposure/impact to future residents and construction workers at the site or neighboring properties. <br /> Current liquid-phase petroleum hydrocarbon and contaminant mass existing at this site does not warrant <br /> closure consideration. Site closure will be granted only when cleanup is complete. <br /> ETIC has stated the operation measurements of the UVB system show that it has reached the asymptotic stage <br /> of operation and has not achieved a significant migration control and requests it be shut down.
