30 August 2007
AGE-NC Project No. 07-1517
Page 4 of 7
Sample analysis indicated the following implications:
• Hydrocarbon impacted soils were observed and quantified at high concentrations the eastern
portions of the site, northeast corner of the site. Soil remediation should be conducted to a
depth of two feet bsg.The low BTEX/TPH(gasoline and diesel and oil)concentration soil
waste should and will be categorized as designated waste for disposal at a Class II Landfill.
A local class two landfill is Forward Landfill, in Manteca.
• Lead impacted soil was quantified to a depth of two feet. None of the sample analysis
indicted hazardous waste concentrations in soil samples (total lead<1,000 mg/kg). However,
the levels do exceed the California EPA Preliminary Remediation Goals,yet do not exceed
the Federal EPA PRGs. The California Department of Health Services (DHS) has
determined that soil with lead(Pb)contamination greater than 1,000 mg/kg(TTLC)and/or
a soluble lead greater than 5 milligrams per liter (mg/L) (analysis STLC required when
TTLC concentrations are greater than ten time the STLC hazardous waste criteria or
50 mg/kg)will be classified as a hazardous waste and require disposal at a Class I Landfill.
Further,lead contaminated soil waste could be categorized as a designated waste(dose not
exceeds TTLC 1,000 mg/kg of lead or STLC 5mg/l of lead ) for disposal at a Class 11
Landfill.
• If impacted soil do not exceeds 1,000 mg/kg of lead and the STLC 5mg/l, a local Class H
landfill(Forward Landfill-Manteca)will be used for disposal;and if the waste is determined
to be hazardous then a Class I Landfill will be used to dispose of the waste (Waste
Management- Kettlemen Hill).
• Based on the soil samples collected, AGE estimates the volume of Class I soil (lead
impacted soils with STLC and TCLP) at 15 to 30 yards of soil. These soil may required
disposal at the Waste Management facility in Kettlemen Hill.However,the remaining soils
should be disposed locally, if appropriate for Class II disposal.
The interim soil remediation scope of work will include the following tasks:
• Pre-field work activities;
• Soil excavation, with soil sample collection and analysis;
• Soil stockpile sample collection and analysis with soil disposal;
• Soil backfilling with minor grading; with portions of the site prepared for paving;
• Report preparation.
Advanced GeoEnvironmental,Inc.
