SUMMARY <br /> October 5,2004 <br /> Dennis Catanyag, REHS, performed a routine underground storage tank (UST) inspection <br /> (Attachment 1) at the above referenced site. During the course of the inspection, Mr. <br /> Catanyag found a dipstick in the drop tube of the 89-PUL tank that rendered the overfill <br /> prevention system non-functional. Mr. Catanyag checked the overfill prevention systems of <br /> the other three tanks and found them to be functional. At that time, Mr. Catanyag informed <br /> the property and tank owner, Mr. Didar Randhawa, about the situation and showed him the <br /> drop tube and the dipstick within the tank. Mr. Catanyag also stated the seriousness of the <br /> offense by explaining the function of the flapper valve and how the dipstick affected the <br /> overfill prevention system. Mr. Randhawa understood the problem and made efforts to <br /> correct the problem. Mr. Catanyag told Mr. Randhawa that there is a cable attached to the <br /> dipstick so it would be a relatively easy task to remove the stick. Mr. Randhawa requested <br /> the aid of his tenant but the individual was unable to retrieve the stick. Mr. Catanyag asked <br /> if he could assist in the process and was able to successfully remove the stick. Photographs <br /> of the dipstick marked "Williams Tank Lines" were taken (Attachment 2). Mr. Randhawa <br /> was upset with the situation and stated that the delivery driver responsible for the incident <br /> should have reported it at the time of the occurrence. Mr. Randhawa stated he planned to <br /> contact Williams Tank Lines regarding the situation so that it can be prevented in the future. <br /> Mr. Catanyag asked the manager, Satwinder Singh Batth,when the facility received its last <br /> 89-PUL delivery. Mr. •Batth gave Mr. Catanyag a copy of the invoice (Attachment 3) <br /> stating that Boyett Petroleum delivered a load on October 2,2004. Mr. Catanyag also asked <br /> how many fueling companies the facility used to get deliveries. Mr. Batth said only one <br /> company provided their fuel. Boyett Petroleum was the sole source of their fuel but <br /> Williams Tank Lines and Boyett Petroleum deliver fuel to the site. <br />
