All facility communications or alarm systems, <br /> fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and <br /> maintained as necessary to assure its proper operation in time of emergency. Immediately begin this practice. This is <br /> a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of the drum of used oil filters observed the 2/17/2011 inspection (violation #23) and <br /> which the operator stated will be properly disposed of in a letter dated 7/24/2014, had not been submitted to EHD nor <br /> found on site. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of <br /> all bills of lading for used oil filters for the last three years, maintain them on site, and submit copies to the EHD. This is <br /> a repeat violation, Class II. <br /> 713 CCR 66273.35 Stored UW onsite greater than one year or was unable to demonstrate the time UW has been stored. <br /> Bills of lading for the recycling of the"bundle" of universal waste lamps observed the 2/17/2011 inspection (violation <br /> #84) and which the operator stated will be properly disposed of in a letter dated 7/24/2014, had not been submitted to <br /> EHD nor found on site. Universal waste may be accumulated for no longer than one year from the date the universal <br /> waste was generated. The universal waste handler shall be able to demonstrate the length of time that the universal <br /> waste has been accumulated. Since it could not be demonstrated how long this waste was stored on site, immediately <br /> dispose of this waste and submit a copy of the disposal receipt to the EHD. This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> THIS IS THE OFFICIAL REPORT FOR THE ROUTINE HAZARDOUS WASTE INSPECTION,AND <br /> SUPERSEDES THE PREVIOUS CHECKLIST ONLY PROVIDED ON SITE. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 28, 2014. Consent to perform the inspection, take photos and collect samples was <br /> given by Bali Singh, Facility Operator/Manager. This facility generated 440 pounds pounds of waste in 2014, and <br /> <5 tons of waste in the last calendar year (Jan-Dec) based on observation and interview. <br /> Facility has met return to compliance for violation #50 of the 2/17/2011 Routine Hazardous Waste Report citing <br /> illegal storage longer than 180 days for a drum of used oil.
