The inspection <br /> was prompted by several complaints of odors emanating from the wastewater disposal <br /> pond used by A&J Foods and Chiron Corporation. <br /> The inspection revealed that the wastewater pond was giving off a very foul odor <br /> and the wastewater was less than 6 inches from overtopping the pond berms. The <br /> cause of the odors is probably due the high BOD wastewater placed in the pond <br /> which leads to anaerobic conditions. At the time of the inspection a thick crust <br /> covered the top of the pond. This would help restrict oxygen transfer to the <br /> wastewater from the atmosphere and enhance the anaerobic conditions. <br /> The wastewater disposal operation poses a potential threat to ground and surface <br /> water quality. Therefore, waste discharge requirements issued by our officellmay <br /> be necessary. Enclosed is a Report of Waste Discharge (RWD) and supplemental <br /> information sheet that should be completed and submitted to our office by 31 <br /> December 1990. An annual fee will be assessed following review and submittal of <br /> the RWD. Failure to submit the RWD can lead to penalties as allowed in Section <br /> 13261 of the California Water Code. <br /> The waste discharge requirements will also include the property owners (C. D Groot <br /> and Son) , and other users of the wastewater pond (Chiron .Corporation) .
