SACRAMENTO <br /> STREET, LODI, CALIFORNIA (SITE) AND SUPPLEMENTAL <br /> DOCUMENTS <br /> Dear Mr. Holm: <br /> The Department of Toxic Substances Control (DTSC) has completed its <br /> review of the above submitted Workplan, and the following supplemental <br /> documents received on March 4, 1997: (1) Phase I Environmental Assessment <br /> Report prepared by Delta Environmental Consultants, Incorporated(Delta); (2) <br /> Health and Safety Plan for the Soil Gas Workplan; (3)Addendum to Phase I <br /> Environmental Assessment prepared by Delta; and(4) Site-Specific Information <br /> provided by Holz in response to DTSC's January 16, 1997 Information Request <br /> Letter. Based on the information provided, DTSC believes that the scope of <br /> work and objectives specified in the Workplan need to be expanded to better <br /> define the potential contamination problems beneath the Site. DTSC's comments <br /> on the Workplan are summarized below: <br /> 1. Objectives. Page 1 of the Workplan specifies that"The purpose of this <br /> investigation will be to assess the lateral and vertical extent of potential petroleum <br /> hydrocarbon vapors in soil on-site." <br /> DTSC's comment: <br /> Based on types of the contaminants found in the groundwater beneath the <br /> Site, and operational and chemical usage history of the Site, the objectives of the <br /> investigation will be to (a) determine the source(s) of the metals, volatile organic <br /> compounds (VOCs), semi-VOCs, and total petroleum hydrocarbons (TPH) <br /> detected in soils and/or groundwater beneath the Site; (b) delineate the lateral and <br /> vertical extent of the metals, VOCs, semi-VOCs, and TPH in soils at the Site; and <br /> (c) determine if soil remediation using vapor extraction systems at the Site is <br /> necessary, and the cleanup goal. <br /> • <br /> RMMmlla�yy/per <br />
