Box 806 Protection <br /> Sacramento, CA RE : Soil and Groundwater Contamination at the Holz <br /> 95812-0806 Rubber Company, Lodi, California <br /> Dear Mr. Marchese : <br /> The Department of Toxic Substances Control (DISC) <br /> has identified a soil and groundwater contamination <br /> beneath the Holz Rubber Company (Holz) located at 1129 <br /> S . Sacramento Street, Lodi (Site) . The soil and <br /> groundwater contamination were identified through the <br /> sampling conducted by BEM Systems, Incorporated (BEM) <br /> on September 18 , 19, and 20, 1996 (BEM Letter Report, <br /> October 8, 1996) . Based on BEM' s sampling results, <br /> DTSC found that soil and/or groundwater beneath the <br /> Site are contaminated with volatile organic compounds <br /> (PCE, TCE, methylene chloride, methyl ethyl ketone, 4- <br /> methyl-2-pentanone) , semi-volatile organic compounds <br /> (bis (2-Ethylhexyl) phthalate, diethyl phthalate) , <br /> pesticides (DDD, DDE, DDT, dieldrin) , metals <br /> (Beryllium, cadmium, chromium, Nickel, Lead, Antimony, <br /> etc . ) , and total petroleum hydrocarbons (TPH) . Eight <br /> of the chemicals detected exceeded the State Maximum <br /> Contamination Levels (MCLS) for drinking water: <br /> tetrachloroethene, trichloroethene, antimony, <br /> beryllium, cadmium, chromium, lead and nickel . <br /> Federal law holds all of the following parties <br /> responsible : (1) operators of the disposal system; (2) <br /> owner of the property, (3) owners of the disposal <br /> system; and (4) all successor owners . Holz is the <br /> owner and operator of the Site, additionally, the <br /> chemical inventory obtained from San Joaquin County <br /> indicates that Holz has a history of using a variety of <br /> chemicals at this facility including PCE and TCE. <br /> Accordingly, Holz is identified as a responsible party <br /> for contamination found in soil and groundwaters <br /> beneath the Site. <br /> DTSC' s authority under both state and federal law <br /> requires the responsible parties to investigate and <br /> remediate contaminated soil and groundwater.
