(Delta), has been authorized by Holz Rubber Company, Inc.
(Holz) and its parent company BBA U.S. Holdings, Inc. (BBA) to provide a revised work plan for
on-site investigation at the Holz facility located at 1129 South Sacramento Street, in Lodi, California
(Figure 1). The revised work plan is based on comments provided by Holz,BBA, and the Department
of Toxic Substances Control (DTSC) Work Plan for Performing a Soil Gas Investigation dated
March 26, 1997. Comments from Holz, BBA, and DTSC were also discussed at a meeting on May 2,
and a site walk on June 4, 1997. During the May 2, 1997, meeting, BBA indicated the intent to install
ground water monitoring wells in addition to performing a soil vapor investigation and the collection of
discrete soil samples. The following revised work plan outlines the proposed scope of work.
Site Description and Location
The subject site is located at 1129 South Sacramento Street in Lodi, California. It is presented in
United States Geological Survey Lodi South , California 7.5 minute topographic map (Figure 1). The
site occupies a total of approximately 5.76 acres of land; 2.45 acres are located west of South
Sacramento Street and 3.31 acres east of South Sacramento Street The site is situated between an
industrial zoned and residential area in the southern portion of the City of Lodi. The site contains
several buildings which comprise approximately 190,000 square feet of space. The buildings are used
for manufacturing, production, material storage, and administration at Holz. The site is bordered to the
east by the Southern Pacific Railroad, and to the west, south and north by residential areas.
Project Background Information
In February 1995, Holz contracted Delta to perform a Phase I Environmental Assessment of the
referenced facility. This information was presented in Delta's Phase I Environmental Assessment
Report dated March S, 1995. Four locations were outlined as potential areas of concern based on past
usage and storage of petroleum hydrocarbons and solvents. The areas noted were a dip tank area and
material storage enclosure outside of building 1; a submerged vault area between buildings 5 and 6;
Providing a Competitive Edge
