". . .of the processes and facilities by which discarded manufac- <br /> tured materials or waste products are converted or reduced to <br /> their raw material components for subsequent agricultural or <br /> industrial reuse. 'Resource recovery' does not include auto <br /> wrecking or junkyards as defined in Sections 9-3059 and 9-3100 or <br /> such other similar uses;" <br /> The proposed facility complies with local , state and federal terms <br /> of resource recovery as just defined. It would result in collection of <br /> residuals and waste products from field and orchard crops, converting <br /> them to a useable fuel in the form of briquettes. It would also include ) <br /> collection of discarded manufactured products, i .e. waste motor and used <br /> lubricating oils, and convert them to their raw material components <br /> (clean oil , water, dirt and metals) for subsequent agricultural or <br /> industrial re-use (briquettes and oil would be used as fuel for biomass <br /> processing and power generation) . However, waste oil is a hazardous <br /> waste and should be addressed as such when reviewing zoning compliance. <br /> Specific provisions of the County Zoning Ordinance, Section 9-4103, <br /> lists three criteria that influence the decision to issue a conditional <br /> permit: <br /> (1) "Any such use shall have been found by the Board of Zoning ) <br /> Adjustment that the materials processed and/or operational characteris- <br /> tics require a location outside of an urban area as designated on the <br /> General Plan;" 11 <br /> (2) "Any such use shall be located within means of solid fencing, <br /> earthen berms, natural or altered terrain, or solid evergreen hedge;" <br /> (3) "Such uses shall be encouraged to locate away from populated <br /> areas on soils of low agricultural productivity or potential ." <br /> Under the terms of provision 1, it is debatable whether the <br /> proposed facility would "require" a rural location. A non-urban location <br /> would be desirable given the project's heavy truck traffic, the <br /> importance of proximity to the raw materials for processing, the <br /> 3-10 <br /> 104-3.R3 4/10/89 <br />
