Comparable data and limits are not available for the "non criteria" toxic <br /> air contaminants which may cause carcinogenic and acute, noncarcinogenic <br /> health effects. <br /> Portions of the San Joaquin Valley Air Basin are considered <br /> "nonattainment" for carbon monoxide (CO), fine particulates (PMIO), and <br /> ozone. This means that maximum ambient air concentrations have exceeded <br /> the State or federal limits for these compounds, as illustrated in Table <br /> 3.8. The ambient air concentration levels in Table 3.8 for PM10 and <br /> ozone are probably representative of PM10 and ozone levels found at the <br /> proposed project site. This is because PM10 and ozone are believed to be <br /> regionally distributed throughout the entire Valley. In contrast, CO <br /> concentrations, which tend to be localized in the vicinity of areas <br /> having high vehicular traffic, would be expected to be substantially <br /> lower at the proposed project site than the value presented in Table 3.8. <br /> This is because the Table 3.8 value for CO represents an urban area with <br /> heavy traffic, whereas the proposed project site is located in an area <br /> having considerably less traffic. The Valley is considered to be in <br /> "attainment" status for the other compounds listed in Table 3.8, meaning <br /> that the limits for these compounds are not exceeded. <br /> Impacts and Mitigation Measures <br /> Impact 1 - Emissions from Construction Activities <br /> Construction of the proposed biomass processing and resource recov- <br /> ery facility would result in a temporary increase in emissions to the <br /> air, mainly in the form of dust. Emissions from the exhaust of on-site <br /> earthmoving equipment as well as from vehicles travelling to and from the <br /> site would also occur during the construction phase of the project. <br /> Emissions which would result during the construction phase of the <br /> project have been estimated using emission factors given in BAAQMD (1985) <br /> and the anticipated construction schedule. The exhaust emissions from <br /> on-site diesel equipment were estimated assuming that the 19.8 acre <br /> parcel on which the facility would be constructed would be excavated <br /> uniformly to a depth of one yard.
