PUBLIC NOTICE <br /> STATE DEPARTMENT OF HEALTH SERVICES <br /> INTENT TO APPROVE OR DENY <br /> A SERIES "A" RESOURCE RECOVERY FACILITY PERMIT <br /> The Department of Health Services, Toxic Substances Control <br /> Division, is considering a State Series "A" Resource Recovery <br /> (Recycling) Facility Permit for: <br /> Falcon Energy Associates <br /> 6540 South Austin Road <br /> Stockton, California 95205 <br /> The permit would authorize this facility to recycle hazardous, <br /> wastes under specific conditions to assure that safe <br /> operations are conducted. The facility will be located a <br /> 6540 South Austin Road in San Joaquin County near the city o <br /> Stockton. <br /> The facility will operate a used oil recycling plant that <br /> employs physical separation processes to recycle used oil into <br /> fuel oil products. Used oil is defined in Section 25250 of <br /> the California Health and Safety Code as: <br /> 1. Any oil that has been refined from crude foil and, has <br /> been used, and, as a result of use, has been contaminated <br /> with physical or chemical impurities. <br /> 2. Any oil that has been refined from crude oil and, as a <br /> consequence of extended storage, spillage, or <br /> contamination with nonhazardous wastes impurities such as <br /> dirt and water, is no longer useful to the original <br /> purchaser. <br /> 3 . Spent lubricating fluids which have been removed from an <br /> engine crankcase, transmission, gearbox, or differential <br /> of an automobile, bus, truck, vessel, plane, heavy <br /> equipment, or machinery powered by an internal combustion <br /> engine. <br /> 4. Spent industrial oils, including compressor, turbine, and <br /> bearing oil, hydraulic oil , metal-working oil, <br /> refrigeration oil, and railroad drainings. <br /> 5. Contaminated fuel oil with a flashpoint greater than 100 <br /> degrees Fahrenheit. <br />
