Item No. 6 <br /> PC: 6-18-92 <br /> ZR-92-10 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Deny Zone Reclassification Application No. ZR-92-10 based upon the inability to make I No <br /> of the four required 'Bases for Zone Reclassification.' <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1. The proposed zone district is consistent with the General Plan. <br /> • This determination cannot be made for the proposed Zone Reclassification becai,ise <br /> the proposal is Inconsistent with the General Plan's Agriculture Objectives regarding <br /> the preservation of agricultural land and minimizing the disruption of viable <br /> agricultural land, as well as with the Agriculture Principles regarding the protection <br /> of agricultural resources and limits on the fragmentation of agricultural land outside <br /> of urban areas. <br /> 2. The site of the proposed zone district is suitable for any of the land uses permitted within the <br /> proposed zone district. <br /> • This determination can be made because the parcels proposed for reclassification are <br /> of sufficient size to accommodate the uses permitted In the AL-5 zone. <br /> 3. The proposed zone district is reasonable and beneficial at this time. <br /> • This determination cannot be made because the proposal would represent a spot <br /> zone in an area otherwise designated for General Agriculture and the preservation <br /> of agricultural land for the continuation of commercial agricultural enterprises. <br /> 4. The proposed zone will not have a substantial, adverse effect on surrounding properties. <br /> • This determination can be made because potential conflicts between the reside tial <br /> development that could take place on the property and adjacent agricultural nd <br /> residential uses have been found to be less than significant by the Initial Study that <br /> was prepared for the project. <br />
