All private roads involved in the excavation shall e <br /> maintained so as to control the creation of dust. <br /> f. Excavation operations shall not be carried out during t ,e <br /> hours from 9 : 00 p.m. through 5 : 00 a.m. <br /> g. Any night lighting established on the property shall be <br /> arranged and controlled to not illumina`.e public rights-of' - <br /> way or adjacent properties. <br /> h. A written notification of the work schedule shall be provided <br /> to the County by the applicant prior to any grading or <br /> excavation. The excavation and rehabilitation shall le <br /> completed by August 13 , 1992 . If the excavation does nit <br /> commence within 18 months after the date of approval, the <br /> permit is terminated. <br /> i. To ensure that the excavation is completed in conformance with <br /> the approved permit, the applicant shall secure a performance <br /> bond or other financial security sufficient to cover the cost <br /> of rehabilitation of the site for agricultural use. The form <br /> of the bond or other financial security shall be fou d <br /> acceptable by County Counsel. As an alternative, the operator <br /> shall stockpile on the property all material to be removed <br /> from the site pending acceptance of the certification of <br /> compliance by the Zoning Administrator. Stockpiled material <br /> shall be set back at least 25-feet from any property line. <br /> j . At the completion of the grading, the applicant shall have a <br /> registered civil engineer or licensed land surveyor compa e <br /> the excavation ' s final elevations with the approved permit. <br /> The engineer or surveyor shall submit a certified, written <br /> finding to the Planning Division which states and documents <br /> the compliance or non-compliance of the excavation with the <br /> approved permit. <br />
