All private roads involved in the excavation shall e maintained so as to control the creation of dust. f. Excavation operations shall not be carried out during t ,e hours from 9 : 00 p.m. through 5 : 00 a.m. g. Any night lighting established on the property shall be arranged and controlled to not illumina`.e public rights-of' - way or adjacent properties. h. A written notification of the work schedule shall be provided to the County by the applicant prior to any grading or excavation. The excavation and rehabilitation shall le completed by August 13 , 1992 . If the excavation does nit commence within 18 months after the date of approval, the permit is terminated. i. To ensure that the excavation is completed in conformance with the approved permit, the applicant shall secure a performance bond or other financial security sufficient to cover the cost of rehabilitation of the site for agricultural use. The form of the bond or other financial security shall be fou d acceptable by County Counsel. As an alternative, the operator shall stockpile on the property all material to be removed from the site pending acceptance of the certification of compliance by the Zoning Administrator. Stockpiled material shall be set back at least 25-feet from any property line. j . At the completion of the grading, the applicant shall have a registered civil engineer or licensed land surveyor compa e the excavation ' s final elevations with the approved permit. The engineer or surveyor shall submit a certified, written finding to the Planning Division which states and documents the compliance or non-compliance of the excavation with the approved permit.
