ENV1RG% ENTAL HEALTH
Environmental Health Division FERAVSENVICES
San Joaquin Local Health District
Post Office Box 2009
Stockton, California 95201 017-3338-02/1 k
Subject: Closure Plan for ARCO Station 6020 , Manteca
to
Dear Mr. Moe:
Enclosed, in duplicate, is Brown and Caldwell ' s (BC) Permanent
Closure/Tank Removal Plan for the removal of one 240-gallon waste
oil tank at ARCO Station 6020 located at ,1-71.1. East Yosemite---Avenue,
Manteca, California. Enclosed with the plan is a site plot map, a
copy of the contractor' s certificate of insurance, and a signed
"Release of Authorization" form. Slim Blackman, an employee of the
contractor, John Snodgrass, has indicated that he will complete the
San Joaquin County Local Health District (County) tank removal
permit application.
After approval of this plan, we will contact the County to schedule
an inspection of the site. It is understood by BC that a County
representative will be on site during tank removal to designate the
quantity and locations of soil samples to be taken.
Each sample will be collected in a 2-inch- by 6-inch-diameter brass
tube, which will be fitted into a hand-operated drive sampler. The
sampler will be driven into undisturbed soil, free of sluff. The
sample tube will then be removed from the sampler, the ends
visually inspected to identify lithology, and capped with aluminum
foil , plastic caps, and tape to provide an airtight seal . Each
sample will be labeled on site to show date, project number, sample
location, and depth interval. The sealed samples will be stored on
ice and protected from meltwater.
Between each borehole, all sampling equipment will be washed with
laboratory-grade detergent, rinsed with tap water, then rinsed with
deionized water. The soil samples collected at the ARCO Station
6100 site will be submitted to Eureka Laboratory in Sacramento and
analyzed for U .S. Environmental Protection Agency (EPA) 8010 , EPA
8015 modified , EPA 8020 , and EPA 8080 . Eureka Laboratory is
certified by the California Department of Health Services for
hazardous waste analysis . Their certification number is 108 .
723 S STREET SACRAM(NTO CA 95814 • f916)4440123
