August 14, 1995
Project 2560-203.01
Mr. Don O. Culbertson
Chevron Pipe Line Company
4000 Executive Parkway, Suite 400
San Ramon,California 94583
Re: Addendum to Work Plan for Site Assessment, Old Valley Line, Mile Post 215,Tracy
Dear Mr. Culbertson:
This work plan addendum was prepared to address comments in a July 26, 1995 letter by the
Regional Water Quality Control Board (RWQCB) to the Work Plan for Site Assessment, Old
Valley Line, Mile Post 215, Tracy prepared by EMCON. The first response below addresses a
misinterpretation of the work plan. The remainder of the responses address comments on the
work plan.
Response to Comments
On page 2 of the COMMENTS ON WORK PLAN FOR PHASE II REMEDIAL
INVES77GATION, MOUNTAIN VIEW TOWNHOMES, TRACY, SAN JOAQUIN COUNTY by
the RWQCB under WORK PLAN PROPOSAL, Soil, which summarizes EMCON's work plan,
it states: "Geoprobe soil samples will be analyzed for total extractable petroleum hydrocarbons
(TEPH) by modified EPA Method 8015, for aromatic VOCs by EPA Method 8020, and for
PNAs by EPA Method 8310."
The work plan states that all geoprobe soil samples submitted for chemical analysis will be
analyzed for total extractable petroleum hydrocarbons as crude (TEPH) by U.S. Environmental
Protection Agency (EPA) method 8015 modified (m) and for benzene, toluene, ethylbenzene, and
xylenes (BTEX) by EPA method 8020. Only one soil sample collected from each geoprobe
boring will be analyzed by EPA method 8310.
An additional Geoprobe boring should be placed between Areas 4 and 7 to ensure adequate
representation of the site along the pipeline.
Three geoprobe sites completed in the vicinity of Area 4 should be sufficient to characterize soils
and groundwater around Area 4. One of the borings originally proposed for Area 4 will be
moved to the northwest between Areas 4 and 7.
